Breakdown fees on the autoroutes have gone up, following
a new bye-law (‘Journal Officiel’ of November 24, 2007).
Since December 17, the standard charge for vehicles under
1.8 tonnes total weight being towed away or repaired by a
registered garagiste is €109, for weekday call-outs between
8am and 6pm. Between 6pm and 8am Mondays to Fridays,
and all day weekends and holidays the charge is €163.50.

In 2004, four million or so low-income seniors and
handicapped people were exempted for three years from
paying their TV licence – but now that time is up.
Normally, from 2008 all those with a TV set who pay taxe
d’habitation would also pay the €116 for the licence.
Around 780,000 households would have been affected and
an interim 50% exemption was proposed. However, Nicolas
Sarkozy intervened and parliament and Sénat voted that
those who were already exempt keep the 100% exemption
for 2008. What will happen in 2009 is anyone’s guess.
Recently two députés said that television and radio are vital
elements in staving off solitude for many immobilised
elderly and disabled people.

When you cancel a mobile phone contract before it has run
out many companies charge a penalty fee. The Sénat has
been discussing a motion by the Assemblée nationale to put
a ceiling on such fees for contracts of more than 12 months.
There are many arguments as to how much this should be.
The Mobile Virtual Network Operators (MVNO) who have
no network (such as Auchan telecom, Carrefour mobile,
Universal mobile) were in favour of a ceiling of €50 but the
Commission des Affaires asked for an amendment,
reducing the fee to a quarter of the amount outstanding on
the contract. Another amendment proposed that consumers,
once into the sixth month of the contract, should be able to
cancel it and pay a flat rate of not more than €40.

Expensive charges on 08 phone numbers (hotlines,
complaints, after-sales services and help-lines) should soon
be a thing of the past. Once the Assemblée nationale ratifies
the law, operators will not be allowed to charge for waiting
time.
