• Category 1 dogs – non-pedigree, bred to
attack (breeds: Staffordshire terrier or
American Staffordshire terrier, also known
as Pitbull, Mastiff, Boerbull and Tosa Inu)
may not be acquired, bought, sold or
imported. Owners of dogs born before
1999 must register their dogs at their
mairie, providing proof of sterilisation, a
certificate of vaccination against rabies, an
identification tattoo or microchip
certificate and third-party public liability
insurance. They may not take their dogs
into public places.
• Category 2 dogs – pedigree guard
or defence breeds (Staffordshire terriers,
American Staffordshire terriers, Tosa Inus,
Rottweilers and non-pedigree Rottweilers)
are permitted but owners must register
them at their mairie providing the same
paperwork as for Category 1 dogs.
In public places they must be
on a lead or harness and muzzled.
Both categories of dog must be reregistered
annually.
Owners of Category 1 and 2 dogs must
also provide proof of training in canine
education at a centre or club affiliated to the
Société Centrale Canine. The animal will
then have to pass a sociability and fitnessfor-
use test. It is not clear whether these
tests would have to be repeated yearly.
All expenses incurred must be borne by
the owner.
It is illegal for those under 18 years of
age, or with a criminal record or under a
supervision order to own a Category 1 or
Category 2 dog.
Incidents of bites by any dog, regardless
of breed, must be reported to the maire who
will decide on a course of action. The owner
may be required to take a proficiency test or,
in the worst cases, the animal will be
put down.
