This was our April Fool's Day hoax. Then we heard that it might have been fact. Now we're sure that it is a hoax.

CITIZENS’ UPDATE  

Sign your car insurance slip.
Make sure you sign both the back of the small green insurance vignette you show in your windscreen as well as the green form itself.
The decree, number 2004-293XBS on road safety, has altered the penal code. The Highway Code now states that it is an offence for the driver not to have signed both of these forms.  
After the trial period in the north of France, the Interior Minister has decided to apply the rule to the whole of France, so get out your biros, folks!"
